Role: Public Sector Program Administrator

Location: Remote, US

Contract: Permanent, Full-Time

Hours: 40 hours per week

Salary: $95,000 - $125,000 per annum, plus benefits including: health, vision/dental insurance; disability, vacation, sickness, 401K

The Program Administrator is responsible for planning, managing, and overseeing programs and strategic initiatives that support public sector operations and organizational objectives. This role ensures successful delivery of programs, projects, and services while maintaining compliance with government regulations, policies, and stakeholder expectations. The Program Administrator collaborates with internal departments, external partners, government agencies, and executive leadership to drive operational efficiency, manage budgets, oversee program performance, and support long-term strategic goals.  The incumbent serves as the organization's subject matter expert on federal, state, and regulatory compliance requirements affecting public sector business, with particular emphasis on government contracting regulations, sales reporting, fee remittance, and contract price catalog maintenance.

 

Key Responsibilities:

Compliance Management & Oversight

  • Lead end-to-end compliance across all public sector contracts and programs, establishing policies, procedures, and controls that align with applicable federal and state requirements.

  • Manage and ensure timely, accurate sales reporting in accordance with contractual obligations, including preparation and submission of transactional data reports to government agencies (e.g., Department of the Army, GSA, NASA, various states purchasing authorities)

  • Oversee fee remittance processes (including Industrial Funding Fees and comparable state-level fees), ensuring accurate calculation, timely payment, and complete documentation.

  • Maintain contract price catalog(s) across all public sector vehicles, including GSA Schedule, SEWP, NASPO ValuePoint, and state contracts; coordinate quarterly price updates, additions, and deletions in strict compliance with contract terms.  Ensuring that the Kinly catalog is current, accurate and up to date

  • Monitor compliance with Cost Accounting Standards (CAS) where applicable; identify disclosure statement obligations and coordinate with Finance on CAS coverage determinations.

  • Uphold procurement integrity requirements under the Procurement Integrity Act and agency-specific regulations; develop training and internal controls to prevent and detect violations.

  • Ensure adherence to ethics and conduct requirements applicable to government contractors, including OCI (Organizational Conflict of Interest) identification and mitigation.

  • Monitor reporting requirements across all programs and ensure all mandatory disclosures, certifications, sales reports, Fee remittance reports, progress reports, and renewals are submitted accurately and on time.

  • Serve as a liaison between government agencies, community partners, and internal departments to support program delivery.

  • Organize meetings, workshops, and public outreach initiatives to increase program awareness and engagement.

  • Analyze data to identify trends, measure program impact, and recommend improvements.

  • Respond to public inquiries and provide clear, timely information regarding program services and eligibility.

  • Supervise or support administrative staff, interns, or volunteers as needed.

Strategy & Program Development

  • Orchestrate automation of sales tracking and sales fee remittance reports working with the Information management team to leverage existing system capabilities.

  • Develop and execute a comprehensive public sector compliance strategy aligned with the organization's growth objectives and risk tolerance.

  • Identify opportunities to expand the organization's public sector contract vehicles, evaluate regulatory feasibility, and lead pursuit and implementation efforts.

  • Establish key performance indicators (KPIs) and compliance dashboards; present program health and risk metrics to senior leadership on a regular cadence.

  • Stay current on regulatory changes (FAR/DFARS, UCC, state procurement codes, FCC regulations) and proactively assess impact on existing programs, recommending and implementing necessary changes.

Cross-Functional Leadership & Guidance

  • Act as the primary internal resource for contract compliance inquiries from Sales, Finance, Legal, Operations, Product Marketing teams and other Kinly Business units.

  • Guide sales teams in public sector deal structuring, pricing compliance, and customer-facing representations to ensure conformance with contract terms and applicable law.

  • Collaborate with Contract Management and Legal Counsel as appropriate on contract review, modification, and dispute resolution related to public sector agreements.

  • Lead internal training programs on government contracting compliance, ethics, procurement integrity, and applicable regulatory frameworks.

  • Coordinate with external auditors, contracting officers, and agency representatives during audits, reviews, and contract administration activities.

Regulatory & Legal Compliance

  • Ensure programs comply with applicable federal, state, and local regulations.

  • Maintain documentation, Sales and Fee reporting, and audit readiness for program activities.

  • Support policy development and process improvement initiatives.

  • Interpret and apply Federal Acquisition Regulations (FAR) and agency supplements (DFARS, GSAM, etc.) to day-to-day contracting and compliance activities.

  • Apply relevant provisions of regulations to commercial transactions and contract terms under hybrid or commercial item contracts.

  • Monitor applicable state procurement laws and regulations across targeted public sector markets; ensure contract vehicles and sales activities comply with state-specific requirements.

  • Oversee compliance with FCC regulations as they apply to the organization's products, services, and public sector offerings where applicable.

  • Coordinate completion of required certifications, representations, and disclosures (e.g., SAM.gov registration, TAA compliance, small business subcontracting plans).

 

Skills & Experience:

Experience

  • 5+ years of progressive professional experience in one or more of the following disciplines: IT Sales (Inside or Field), Contract Compliance, Business Development, Product Marketing, or Public Sector Programs.

  • At least 3 of the required years of experience must have been gained working directly within or extensively supporting federal or state government contracting environments.

  • Demonstrated experience managing GSA Schedule contracts (MAS), IDIQ contracts, State cooperative purchasing agreements, or similar government contract vehicles.

  • Proven track record of managing compliance programs across multiple concurrent government contracts.

Knowledge, Skills & Abilities

  • Strong working knowledge of the Federal Acquisition Regulations (FAR) and key agency supplements; ability to research, interpret, and apply regulatory guidance independently.

  • Familiarity with the Uniform Commercial Code (UCC) as applied to commercial and government contracts.

  • Working knowledge of applicable state procurement laws and purchasing regulations across multiple jurisdictions.    Knowledge of government operations, procurement, and compliance standards

  • Understanding of FCC regulations relevant to telecommunications and IT products/services.

  • Proficiency in Cost Accounting Standards (CAS) applicability determinations and related disclosure requirements.

  • Strong command of procurement integrity requirements, ethics regulations, and government contractor standards of conduct.

  • Excellent analytical, organizational, and problem-solving skills with meticulous attention to detail.

  • Strong written and verbal communication skills; ability to translate complex regulatory requirements into practical guidance for non-legal audiences.

  • Proficiency with government contracting systems (SAM.gov, GSA eMod/MAS systems, state portal equivalents) and standard business applications (Microsoft Office Suite, ERP/CRM platforms).

Preferred Qualifications

  • Experience with GSA, SEWP, NASPO ValuePoint, OMNIA Partners, or other cooperative purchasing vehicles.

  • Familiarity with DFARS and DoD-specific contracting requirements.

  • Prior experience supporting audits by the GSA Inspector General, DCAA, or similar oversight bodies.

  • Background in IT products, solutions, or managed services sold into the public sector.

  • Experience developing and delivering compliance training programs.
